ASP Fellow Joshua Foust was one of a group of experts consulted by Micah Zenko for the Council on Foreign Relations on the subject of drones and targeted killings.  Asked whether targeted killings “work,” Foust notes that in the context of US counterterrorism operations, the answer is not straightforward.

“The U.S. record, though far from perfect, shows that they can kill senior terrorist and insurgent leaders with surprising precision and accuracy . . .  As for whether they achieve the long term goals of U.S. policy, that’s another matter.”
